The Broad I belong to voting in January on a motion (the motion passed and was documented in the minutes), They voted again on the motion in July without reference to the prior vote(the motion did not pass). Is that second vote legal and does it stand or does the first vote still stand?

The first vote stands.   The second vote did not change anything. 

Edited to add: In order to repeal or amend the previously adopted motion, the motion Amend or Rescind something previously adopted should be used.
