To rectify it, you stop enforcing the invalid standing rule and you either adopt a standing rule that will conform to the bylaws or you amend the bylaws. For the sake of the minutes, there should probably be a ruling by the president that the standing rule violates the bylaws and is null and void. More detail will be helpful. The standing rule states that if you don’t meet the requirement you can write a letter to the executive board. Seems to be in violation and the bylaws would need to be amended. Also, you have not quoted anything in the bylaws that gives the board authority to grant exceptions.
