7 member board, President is absent, and a motion is made and voted on 3 for and 2 against, chair does not believe she should have voted. The chairs vote could have affected the result. Who is correct?

The chair may vote when it affects the result - including when it would create a tie (and therefore disapprove the motion). there is not required to do so.

It is the chair's sole decision whether to vote when her vote will affect the result. I note that this is a seven member board, so under the "small board rules" in RONR, the chair would normally vote along with everyone else.
