Can a chairman of a board over rule a majority vote?

Social Club President runs our General Membership meeting and the Chairman of the board runs the Board of Directors meeting.  In the Board of Directors meeting can the chairman over ride a majority vote on a motion if he/she does not agree with outcome of the vote taken.

Not if the rules in RONR apply.  The word veto appears only once in the 700+ pages, and that's a reference to the assembly having veto power over the chairman.
