Can an entire executive board recreate the by Laws of an organization in secrecy from the membership, and then present them in the next meeting as the "New By Laws" without ever reading them or opening them to the public or without even publicly voting to adopt them?

Most likely not. Generally, the power to amend the bylaws is reserved for the membership. What do your bylaws say regarding their amendment?
