RONR has no rules prohibiting the use of paper ballots for certain circumstances or for certain assemblies. It is conceivable that for public bodies, applicable law (often called “open meeting” or “sunshine” laws) prohibit or limit the use of paper ballots, but that is beyond the scope of RONR and this forum.
