A person is a member of one of the units and not the parliamentarian, but is a member and the parliamentarian of the parent organization. Obviously, the person should not debate or vote on resolutions at the parent organization's convention when they serve as parliamentarian. But should that person also recuse themselves, within their unit, from discussions and votes on resolutions to be recommended to the convention? No rule in RONR requires them to do so, although the parliamentarian should certainly exercise their best judgment on how their actions could affect their appearance of impartiality.
