Tie vote by board members

We have a four member board (previously seven members, but due to new legislation, three have been dismissed from the board). A motion was made to recommend approval. The motion was seconded. Two voted to recommend approval to the Board of Supervisors and two voted against recommending approval to the Board of Supervisors. What happens with a tie vote? Does it go to the Board for a decision from the Board, or does it fail and is not able to be taken forward to the deciding board?

The latter. Based on the facts provided, no recommendation will be made to the Board of Supervisors. Assuming there is nothing in the organization's rules to the contrary, the Board of Supervisors can still act on its own on this matter if it wishes.
