"Delay to a later meeting": use the motion Postpone to a Certain Time. You can postpone it to the next regular meeting, as long as that meeting occurs before the end of the third month from now, which is called the "quarterly time interval". So if the meeting were held today, June 18, you can postpone it to the next meeting if it is scheduled on or before September 30. "Refer to a sub-committee": use the motion to Refer.
