It does use the term "charter members" to refer to those who sign the initial roll of members when a new society is first formed. RONR (12th ed.) 54:21. But aside from perhaps a bit of prestige and bragging rights, charter members have no greater rights than any other member (including one who joined five minutes ago), unless the bylaws grant them rights not granted to other members.
