It depends upon how many actually vote. If only one votes, and all others abstain, it meets the requirement of a two-thirds vote.  All that is required is at least two thirds of the votes cast.

A 2/3 vote means at least 2/3.  Contrast this with a majority vote which means more than 1/2.

A 2/3 vote is satisfied when there are twice as many (or more) Yes votes as No votes.  Abstentions are not called for, tallied, or reported.  So if all 5 members vote, it would take a vote of 4:1 for a 2/3 vote, or 3:2 for a majority.  But note that many motions that require a 2/3 vote may also be satisfied by a majority of the entire (board) membership, which would need 3 affirmative votes.

And by the way, 2/3 is not 66%; it is 66 2/3 %.
