This is partly due to members not being confident they know exactly what has to get done in that office. Is it a wise to create an appointed Assistant Treasurer's position, with the caveat that the person holding the office would be expected, not required, to run for Treasurer in the next term? Whether it is wise to do so is a decision for the society to make. Creating such a position will most likely require amending the bylaws.
