Should executive committee minutes be approved by the committee before being distributed/shared with the whole Board?

It's at the discretion of the executive committee (and ultimately, at the discretion of the board). It is not unusual to share draft minutes prior to their approval, although it would be advisable to clearly mark them as a draft.
