Because one subcommittee has already started working this committee would need to be discharged this takes a 2/3 vote without previous notice or a majority with previous notice. Then if the assembly so wishes it is allowable to refer the same motion to different committees but that would only result in more than one (maybe conflicting) reports and recommendations, Is that really what you want? Probably better to make one big committee formed from all the members of the subcommittees the assembly wants to refer it to. Quote
