The question is whether or not when there are attached documents to the items of the Closed Session in order to let members prepare for that executive session, should the person that has to recuse themselves from the closed session be prevented from seeing those attachments. If a Public Board member needs to recuse himself from a closed session due to a conflict of interest, this need to do so arises from the application of some rule other than any rule found in RONR.
