No rule in RONR would require it. The rules in RONR are generally applicable to organizations, and the fact that the organization is an HOA or is in Washington State has no bearing on this question. There may well be something in the organization's rules or state law on this matter, but that is beyond the scope of RONR and this forum. Quote

Not according to RONR , but have a look at the website of the homeowners protection bureau (hopb) www.hopb.co for state and other laws that regulate hoa in Washington State. Quote
