What do your bylaws say? Did the board or the organization delegated this responsibility to a person or committee? Also have a look at the website of the homeowners protection bureau hopb www hopb.co for legal aspects of Hoa-s and links to the laws regulating them. Also be aware that boardmembers can get violation notice and you should have/ make rules to follow if that happens. Boardmembers do have to be model members.
