Is this addressed? RONR does not specifically address the topic of "quorum busting," or intentionally refusing to attend a meeting in order to prevent the assembly from conducting business. In most assemblies, there's not really much that can be done about this from a parliamentary perspective, as it would be necessary for the assembly to obtain a quorum in order to take any meaningful action on this matter. I would advise seeking legal counsel to see what recourse may be available. In the alternative, the voters could elect other persons in the next election.
