Vote on agenda necessary

I have no idea. It is ultimately up to the organization to interpret its own rules. In order to even attempt to hazard a guess at what the rule means, it would be necessary to see the relevant rules in their entirety, not just a brief paraphrase.

I would note that, to the extent the rules in RONR are controlling, only the assembly or committee that is meeting can adopt an agenda for that meeting.

If, as you say, a committee's bylaws state that "the agenda" is set by its steering committee, then "the agenda": is set by its steering committee. No vote on "the agenda" by any other entity is either necessary or proper.

What leads you to believe that this may not be the case?
