Our by-laws do not state weather it is a ballot or a raise of hand for the vote. Does it also make a difference if a person requests a voting style. What do your bylaws say concerning this matter generally? And what exactly are these "cabinet members?" Are they similar to board members or officers? Generally, the default manner in which a vote is taken is to first take a voice vote. If this is inconclusive, the chair then proceeds to take a rising vote, followed by a counted rising vote if that is also inconclusive. If a 2/3 vote is required, however, then you start with a rising vote, because it's difficult to guess if 2/3 has been achieved based on a voice vote. A show of hands vote is often used as a substitute for a voice vote in a small assembly.
