The word "measure" appears generally to be used to have a meaning equivalent to "motion." There does not appear to be any special meaning involved. It is simply a matter of style and preference, which reminds me that "matter" is also sometimes used in place of "motion". In no instance, however, does this give rise to any ambiguity.
