I'm surprised that a personnel matter would be the subject of a public hearing in the first place, unless this was a case of a public hearing demand by an employee subject to discipline, if that sort of thing is in your regulations. Presuming it's allowed at all, I can see the logic of doing either one, although hearings by committees are more typical. In any case RONR has no rule on the subject.
