Minute taking

This is a smaller group which goes by their adopted Bylaws and if not addressed in the Bylaws Robert’s Rules prevail. A specially called meeting was held to confirm new appointments such as GSR/President, Treasurer, etc. so as to give authority to the President and Secretary to have their names added to the checking account.
Questions: 

1. Do the Minutes of the specially-called meeting need to reflect who was in attendance to vote?

2. Are the proposed President and Treasurer allowed to make motions and vote on their own nomination/appointment in order to get their names on various bank accounts?

No, unless your rules so provide. RONR does not require attendance to be recorded in the minutes.

Yes. Candidates may vote for themselves for office.

"The rule on abstaining from voting on a question of direct personal interest does not mean that a member should not vote for himself for an office or other position to which members generally are eligible, or should not vote when other members are included with him in a motion. If a member never voted on a question affecting himself, it would be impossible for a society to vote to hold a banquet, or for the majority to prevent a small minority from preferring charges against them and suspending or expelling them (61, 63)."
