What, if anything, do your bylaws say about scheduling or canceling meetings? Speaking generally, I do not think the chair or the staff liaison has the authority to cancel a meeting, unless the bylaws so provide. The full commission might have the authority to cancel a meeting, depending on how meetings are scheduled. But the commission can't make decisions outside of a meeting, unless your bylaws so provide. So as a practical matter, the commission won't be able to cancel the upcoming meeting. It may be more feasible to cancel a meeting further in the future.
