Referred by-law change motion in AGM to a Governance Committee

Can a  motion made at an AGM of a non-profit, to change the by-laws, be referred to a Governance Committee? Can this be done by amending the motion?

Motions can be referred to a committee. The purpose is usually to have the committee review the motion in depth and make recommendations to the assembly.

Yes.

No. The motion to Amend would be used to change the language of the bylaw amendment itself. In order to refer a motion a committee, the appropriate motion is the motion to Commit or Refer.
