Non-Board Officers Voting in Corp Elections

It has come to my knowledge that the voting process for a corporation I am a part of has not been conducted the way that they are supposed to according our bylaws that have been legally filed. In those bylaws, the only people that are able to vote are the existing officers with no allowance for any other voters. Within the past year, this has been informally changed to include other members of the corporation (not officers). These changes have not been legally filed. Is this legal, or is there a loophole saying that this can be allowed?
