Such action shall be valid and binding upon the Central Committee, unless revoked by a majority vote of the members present at the next regular meeting of the Central Committee at which a quorum is present." What is determined to be policy by a Committee? Is it business, motion, voting, or changes to the bylaws or standing rules? In this context, I would define it as simply having whatever authority is given to the County Central Committee between meetings of that committee (which I'm guessing is actually a board), except that the Committee can reverse or change its decisions. So probably not changing the bylaws, and beyond that, whatever the County Central Commitee may do. Certainly when it is meeting it may conduct business by motion and voting.
