The rule you describe is "in the nature of a rule of order." Therefore, the rule is suspendable.

You can move to suspend this rule and open (re-open) nominations (assuming the suspension of the rules is adopted).

A rule specifying a deadline for nominations would not preclude a write-in vote for someone not nominated. Any prohibition on write-ins would have to be specifically sated in the bylaws."
