Yes, It is USADB standing for USA Dearf Basketball so I am asking to see what is in your opinion the question.. HOD is standing for Hall of Delegate so Again just asking the question if you could answer that.. I will look in Robert's rule book.."

Jeffrey, this is a forum dealing specifically with Robert's Rules of Order. It is not possible (or appropriate) for people here to try to interpret your bylaws... and many of your questions relate to the bylaws and rules of your particular organization.
