does an executive board have the right to vote down bylaw changes before they go to the body i think the board should express how they feel and what the best interest is but the body should make the decision.

Neither the P or VP has the authority to make any major decisions by themselves.

I agree the term "executive decision" does not exist in parliamentary procedure.I think we have a management problem and the executive is outright lying."
