Applying the rules to non-members

RONR doesn't apply to nonmembers. However, RONR does apply to the members of the body and what it says to the members is that nonmembers have no rights whatsoever (RONR pp. 629, 628). Of course, the body's rules and/or applicable law may give nonmembers"

Dan,

"Citizens speaking during a city council meeting" are non-members, and have ZERO rights.

So, no, none of the goodies (rights, duties, obligations) of Robert's Rules of Order will apply. - They get bupkis. Nada. Zippo.
