Technically speaking, a unanimous vote is one in which everyone who votes votes the same way. With a twelve-member board and seven members present, a vote of 1-0, with the other six members abstaining, would be a unanimous vote.

Our board held a vote on a controversial issue at a meeting that a few of us who made it clear that we were planning on voting against it were unable to attend. The measure passed and is being touted as a unanimous decision. Apparently they are correct."
