Vote on Committee Recommdation

First, as I understand it, a recommendation from a committee to the general administrative body does not require a second. Is this true? Second, assume the recommendation is approved by the administrative body. Who may later move to reconsider the decision, must the original committee take such action or may individual members of the general administrative body make a motion to reconsider?

Yes, provided that the committee consists of more than one person and the reporting member makes the motion. (RONR, 10th ed., pg. 35, lines 1-10; pg. 488, line 34 - pg. 489, line 3)

Who may later move to reconsider the decision, must the original committee take such action or may individual members of the general administrative body make a motion to reconsider?

Any member of the administrative body who voted on the prevailing side (in this case, the affirmative) may make the motion to reconsider, subject to the usual time limits for the motion to reconsider. (RONR, 10th ed., pg. 304, line 30 - pg. 305, line 35) On the chance that you are using "reconsider" in the general rather than the parliamentary sense, then any member of the administrative body may move to rescind or amend the motion at a later session. (RONR, 10th ed., pg. 296, lines 16-24)

In either case, the committee and its members have no special status regarding the motion. Once the motion has been stated by the chair in the administrative body, it's out of the committee's hands.
