Disruption during meeting

Hello - an item was agendized for the public comment of a student meeting at a community college Associated Student Union meeting. The disrupter refused to wait his turn and disrupted the start of the meeting to the degree that he would not listen to board members or the administrator in charge to wait his turn during the public comment of the meeting. He was removed from the meeting. Where in the rules is this addressed? thanks
