Is this proper procedure?No. It's an annual meeting... just without a quorum, which means no business can be transacted. At an inquorate meeting, you can create an adjourned meeting, by adopting the motion to Fix the Time to Which to Adjourn. You can Adjourn the meeting. You can Recess.
