An ex-officio member is someone who automatically serves on a committee by virtue of his office, therefore they are not appointed. Such an arrangement would need to be provided for in the organization's rules. (FAQ #2)Neither the executive officer in question nor the President can appoint the person as a member of the committee at all unless such authority is granted by the Bylaws.
