If you are referring to minutes of meetings of the general membership, the answer is yes (see RONR, 10th ed., p. 444, l. 8-10).

...and if you are asking if members can request to see the minutes of the board meetings:

YES, the members can request to see them;

BUT, the board can decline to grant the request;

AND, the members collectively can require the board to produce its minutes and have them read at a meeting of the membership (2/3 vote required).
