The agenda is just an order of business, and most committees don't need an agenda at all. When you get to new business, any member may make new motions. The agenda is not used to limit what business may be introduced. The chair can't just refuse to let the committee discuss things. You might want to read up on a Point of Order and Appeal in RONR.
