If a board dose not have a President and a Secretary has been voted in by the board not members, can they appoint the secretary to be President and hold those two positions at the AGM.Or can they leave the secretary position open for the AGM.

A couple of other possibly relevant points:

RONR contains no restriction against one person holding multiple positions. However, having the same person function as secretary and chair is discouraged, because it's pretty darn difficult for one person to carry out those two particular functions simultaneously.

The chair and the secretary are considered the minimum necessary personnel in the conduct of a meeting, so you do need both. However, if one or both positions are unfilled at the start of a meeting, the assembly can simply elect a chair pro tem and/or a secretary pro tem to carry out the necessary functions. Thus, there is really no need for the board to do anything about this situation prior to the AGM.

Whether the board is permitted to do anything ahead of the AGM will depend on your bylaws, and on the reasons that the President position is currently empty. The board certainly has no authority (under RONR) to designate anyone to hold a pro tem position at an upcoming meeting of the general membership. Keep in mind that 'the board' will not even be there at a general membership meeting -- it is NOT their meeting to run or control.
