my org youth program governed by ROBERTS RULES OF ORDER IF NOT COVERED IN BYLAWS 4 elected positions 2 yr terms one appointed position by pres 1yr term commissioner. SECRETARY POSITION OPEN NEvER FILLED pres should have appointed temp replacement did not. pres resign vp resign. neither one appointed a successor treasurer claims they are new president by default. does the commissioner have a position to claim rights to the president spot? or should there be a special election to resolve the matter?

Okay. Office of P is unfilled and office of VP is unfilled. THIS IS IMPORTANT INFO.

Good. Because it doesn't work that way.

No. Treasurers never become presidents JUST BECAUSE the office of P and VP are vacant. And neither do Commissioners. It doesn't work that way.

Does the commissioner have a position to claim rights to the president spot?

No. And neither does the Treasurer. See above.

Should there be a special election to resolve the matter?

Yes.

'Cause that's the way it works, without a P and without a VP.
