church clerk

Our bylaws state the CClerk is to tally any absentee votes and must be in a sealed envelope. We are having a deacon election and even tho for past 7 years the clerk has gone in the room with the deacons while they counted, she opened any absentee ballots and gave them the information. they would give the ballots to the clerk and she would place them in a sealed envelope and signed until DoDestruction. We have someone who is objecting to the church clerk being in the room even tho she is not involved with the counting , as a church officer and the legal secretary of the corporation how can she certifiy in her minutes if she is not present. Is there anything in RONR that would address this, i've read until I can't see the words anymore.
