This would be true even if all the attendees were the same at the two meetings.Each set of minutes is independently subject to correction and approval.What exactly do you mean by 'single document'? One word processor file? One handout at the next meeting? I don't think those details matter that much, as long as it is clear that these are the minutes of two meetings, and that the approval of each is independent of the approval of the other.
