Our youth sports organization formed approx 2 years ago - we are a group of parents that wanted to fill a void left by another youth sports program that is no longer in existence. At the initial meeting, nominations were made and an official board was elected. After approx 1 year, the President of the board stepped down and the VP stepped up to be the new President. We never held elections or voted for the VP to be the President. He remains in this capacity today. The President attempts to exert authority that is not provided to him in our by-laws such as making financial decisions on his own and agreeing to reimb others for donations as well as indicated who he wants to be a part of the organization (all volunteers). Is is possible to hold an election now for his position since he was never truly elected or appointed. He just stepped up and took over the Presidency. We did not do any formal voting for him to take over that position.

It was perfectly proper for the vice-president to become president when the (former) president resigned. But he'll only serve as president until the end of the term of office. So you'll need to determine what the term of office is.
