Because there might be a motion to invalidate the results or challenge the results, like fraud, like a recount, like observing nonmembers casting ballots, like the ballot box being tampered with, etc.So, technically, under Robert's Rules, you cannot have an announcement outside of a meeting, short of a rule saying otherwise, since voting is BUSINESS, and you need a QUORUM PRESENT for business.You lose the ability to CORRECT ERRORS if you just blindly believe that the count is perfect, and no one ever makes mistakes.
