Our vice president has resigned.

Q1. Can we move another member who is already on the board into that position and elect a new member to take the member that will take over the VP position?

Q2. Can we do this over email?

A1. Yes.

Under Robert's Rules, you have no restrictions whatsoever as to how to fill a vacancy in the open seat of vice president.

You are free to elect nonmembers, former members, expelled members, convicted felons, complete strangers, and left-handed red-heads, to fill any vacancy, as far as Robert's Rules goes, since there are NO qualifications for office within the 700+ pages of Robert's Rules of Order Newly Revised (10th ed. 2000).

The fact that the targeted person already is a board member and/or sits on several committees, and/or is already secretary and/or treasurer, is no deterrent for voters to vote in Mr. Popular.

A2. No.

You would have to have bylaws-level authorization, or higher (e.g., constitution; articles of incorporation).

You cannot vote via email, as it is considered a form of absentee voting, and absentee voting is a violation of a fundamental principle of parliamentary law.

That depends on who you mean by "we". If you're referring to the board, that depends on whether the board has the authority to fill mid-term vacancies. If it doesn't, the vacancy will be filled in the usual manner (e.g. an election by the general membership).

And, depending on how your board is set-up, you might be able to elect a board member as vice-president without creating a vacancy on the board.
