There's no prohibition against the secretary pro tem being a nonmember. For that matter, nothing says the secretary has to be a member. This substitute will have to get by the vote of the assembly, though. You don't just say, "I'll take the minutes." You need a secretary pro tem to serve in the place of the secretary.
