In the absence of the Secretary, is there anything in RONR that precludes a non-member of an association from taking the minutes of a meeting?

In the absence of the secretary, a secretary pro tem should be elected. There's no prohibition against the secretary pro tem being a nonmember. For that matter, nothing says the secretary has to be a member. This substitute will have to get by the vote of the assembly, though. You don't just say, "I'll take the minutes." You need a secretary pro tem to serve in the place of the secretary.
