If a board member resigns his position, can the president put someone in that position until a replacement is voted on? Or do you have to vote to put a replacement in?

The resignation must first be accepted by the body (or person) authorized to do so. Then a replacement can be elected or appointed by the body (or person) authorized to do so. That may or may not be your president. Check your bylaws.
