Can be applied to any ruling by the presiding officer ex-cept that:a ) if a point of order is raised while an appeal is pend-ing, there is no appeal from the chair’s decision onthis point of order, although the correctness of theruling can be brought up later by a motion coveringthe case; andb ) when the chair rules on a question about whichthere cannot possibly be two reasonable opinions,an appeal would be dilatory and is not allowed.What does this mean for your question?If the appeal is reasonable, then "yes."If the appeal is not reasonable, then "no".The chair might be in error.The chair might be over-reacting.The chair will need guidance and correction, then.
