speaking at board meeting

Our BOD have and open session during which attending association members can speak and ask question. During this session is it permissible for a BOD to join the association members and speak to the Board on subjects interest to him?

A board member who is also a member of the association loses none of his rights as a member of the association simply because he's also a member of the board.

Presuming the BoD member is also a member of the general membership of the association, he would presumably have this right.

But it does seem rather odd that a person who is already a member of the Board would feel that this is the best way to be heard. After all, as a board member he already has the right to speak to the board and to ask questions, PLUS the power to make motions, debate them, and vote on them. That's a lot more than the average member has.
