Does the board approve a director resignation or is it simply submitted and recorded in the minutes?

A resignation is a request to be excused from a duty. It can be accepted or rejected, usually (but not always) by the person (e.g. the president) or the body (e.g. the board) that's authorized to fill the vacancy.

It's not enough just to receive and file it.
